The character appears to be under 18 years of age and goes under the codename "Sugar". The object is shaped like a pair of shears though...? For what reason I wonder?

Those shears are the Void of Yahiro Samugawa, who likes horror movies (with...shears?), and seems particularly afraid (not sure) of shears. In any case, Voids are formed based on the character's personality.
