Seiyuu Guess 530

Hello everyone, and welcome back to Seiyuu Guess! Our host for this game is Shizuka, a rookie seiyuu who's still learning the tricks of the trade! She's been provided with a description, image, and clip of a certain character, and it's up to you to help her figure out who voices them.
Just as humanity is about to completely destroy the world via pollution, giant alien beings called the Rodo descend to Earth and stockpile all the clean water and healthy plants for themselves, leaving most of the planet a sandy wasteland. Over the years the remaining humans have struggled to survive, with two main factions forming: the Rodoists, who worship the Rodo and zealously guard their resources; and the Hazzard, a quasi-militia that uses guerrilla tactics to fight the Rodoists. When this boy runs off to join the Hazzard, he meets this girl, whose mysterious silver hair brings her unwanted attention from both sides of the conflict. Let's hear the clip...
"You're awake."
"Here you are. I was worried. What are you doing sitting here?"
"Just enjoying the nice breeze."
"Hmm. C'mon, let's go back. This place gives me the creeps. Maybe there're ghosts or something."
"You know, this is my home."
"Huh?"
"Ah, sorry! I must sound strange. Actually, I lived here all by myself until I was taken in by the Hazzard. It was a long time ago. They said it's a miracle I ever survived, having nothing to eat but moss and grass every day."
"Well, what about your folks?"
"I don't know. I think someone brought me here from across the ocean a long time ago."
"Across the ocean?"
"Probably from another Holy Green."
"Another? There's another Holy Green?"
"Yeah. I can't seem to remember what I was doing there, though."
"There's another Holy Green over there somewhere...?"
