That is Evangelion Unit-01, piloted by Shinji Ikari in episode one of Neon Genesis Evangelion. Eva-01 acts on behalf of the organisation Nerv and began its existence in Nerv's predecessor organisation Gehirn; it received its soul in 2004, but was not considered complete until 2014.

I wish I liked Eva better.
